ACTACT Associates has a staff of highly qualified and multidisciplinary professionals with deep public sector and non-profit experience. This includes administration and service delivery for people involved in mental health, substance abuse, and intellectual and developmental disabilities.

Cynthia M. Wiford, MRC, CCS, LCAS

Principal Consultant
Before founding ACT Associates, Syd was Principle Investigator for the Behavioral Healthcare Resource Program, School of Social Work at the University of North Carolina at Chapel Hill. She specializes in a range of issues related to behavioral health including policy strategy, needs assessment and system design, and HIPAA and 42 CFR Part 2 Confidentiality Requirements. Syd has more than 30 years of experience designing effective public addiction and mental health treatment systems, as well as competency-based training programs for addiction and other health professionals.

Carolyn Sue Butler, M. Ed.

For more than 30 years, Sue has focused on non-profit addiction and HIV/AIDS service organization development and management. She was founding Executive Director of the first licensed AIDS Housing Organization in Ohio. During her 15 years of leadership, it grew into a comprehensive HIV/AIDS housing and service organization serving 2000 clients annually. She has provided business management and service development consultation to North Carolina providers since moving to North Carolina in 2004.

Johna Hughes Bruton, MSW

Johna holds an MSW with expertise in mental health, children’s mental health, systems of care, and systems/program evaluation and assessment. She has more than 20 years of experience serving in university systems and hospitals, statewide collaboratives, and federal expert panels. Johna has provided training, technical assistance and consultation, working closely with mental health and substance use providers on services, best practices, and system of care issues. She has conducted needs assessments, focus groups, research projects, evaluation of programs and federal grant projects, spending assessments and gap analyses for counties, local programs, providers and local management entities/managed care organizations.  She enjoys the diversity of projects and challenges presented by our clients from redesigning a service array based on extensive research, analysis of best practices, their current system and its needs, to helping them determine the best way to effectively reach large audiences with digital learning, to showcasing a special program in a marketing/education video.

Patricia W. Blackmon, MPH

Trish has more than 30 years of experience in healthcare administration, including leadership roles in acute care hospitals, public health and physician practice development and work with integrated care models and quality-based practice. She has experience writing, coordinating and receiving federal and state grant funding, in addition to project development and implementation. She has business, financial and quality management experience and excels at helping multidisciplinary groups move collaboratively towards a common goal.
